Allow Managers to view a course content even without its license

We've recently received feedback that Managers without student access can't view the full course overview.

To improve their experience, we're updating this:

Managers will now be able to access the course page, including the overview and structure, even without a student license.

However, they still won’t be able to watch lessons or access supplements.

This update applies to Managers only. Regular student users won't see any changes.
