Bringing back skill assessment button

The skills assessment widget was replaced by the send feedback widget, now students can only view skils assessment from the discover page. The Skills Assessment tab is only viewable for managers currently so Discover is the only way for a student to access besides searching specifically.

I only used the SA widget during my campus walkthrough and loved that shortcut.
