Group License Numbers going in to the negative

"There is something going on where if an admin makes a user that was set to inactive (blocked) and shifts them to active again, its taking a license even if they had 0 remaining. Putting that license in the negative.

For example, group “Public Service Alliance of Canada”. Admin started putting inactive users back to active and their Enterprise license tied to the group is now showing as -3."
